I am new to this forum and pretty much Civ 4 mods, is there anyway I could get a link to all the good mods for Civilization 4 mods, a link to the download threads would be nice, thanks a lot it would be greatly appreciated.

I reccomend Fall from Heaven II if you like fantasy, and if not, soon Rhys and Fall Rand is coming out, which looks to be very good.

I have a question about Road to War, I am no Hitler lover but I can clearly see that they left him out in a World War 2 mod, was it so they did not offend people?

Get the Road to War Add-ons. They add Hitler and Hirohito (plus a LOT of other features) into the mod.
