In the game there are some civs which palace give resources instead of mana.I find it really flavourful and increase a lot the differences between civs.

What do you think if instead of the 3 mana for palace (except Infernal, Hippus, Khazad and Mercurians), the 3 slots offer items, resources and mana?

For example Balseraph could get a magic musical item which increase happiness, Amurite could get 4 mana instead of 3, Doviello and Clan of Embers get less mana but instead get some equipment, Bannor get a book (code of laws) which decrease crime rate and distance mainteinance from palace, Ljosalfar get a forest resource only available to them which increase health and so on..........

Give the infernals a resource called "Deal with the Devil" that you can trade away that gives the receiver more commerce, research and hammers but causes everyone to have a HUGE relations drop with them. :D

I already use entropy mana for that. (This is more of a joke than a constructive comment) ;)

Cool idea to make the Palace something more unique. But I would not remove their mana (because that's less diversity), but add the items, ressources etc. So let's collect ideas for each civ:
The Amurites: Four mana ressources, why not? Wouldn't be overpowered and would make them Tier 1 for Tower of Mastery. Another possibility would be a magical staff that allowed every unit that wears it to use first level spells, but if you give it to another unit it loses the ability. With Knowledge of the Ether you could upgrade it to level II spells, with Sorcery to Level III spells, so you always had one level better than you could usually use with that tech.
The Balseraph: They are very strong right now, so you have to pay attention, but flavorwise your idea fits them a lot. The music instrument (or whatever it should be) could be something ambigous: it makes people happy, but has a certain percentage to make people crazy. I don't know if Perpentach prefers some kind of music, but the item could be linked to him, but I just know he has a preference for poems (Cursed Poems ?)
The Bannor: Your idea for the Bannor is very cool. By that it wouldn't be their leaders' traits (Sabathiel's combination) or the Order, which allows them to have big empires, but by something linked to the civ itself.
The Calabim: Give them +3 happiness and +3 unhappiness to improve their governor's manor.
Clan of Embers: Their palace could spawn some barbs from your city every x turns. The quality of these units depends on the units you can build.
Doviello: With the Doviello Palace you could turn some units into werewolves earlier than it is usually possible.
Elohim: You could give them the possibility to choose a unique feature that is not already spawned on the map and then you could place it wherever you want (perhaps exclude the really broken ones, like Yggdrasil or the Dragon Bones)
But let's first watch what the others think.

The problem with 4 mana is that the current schema only allows buildings to provide up to 3 resources (and they must provide the same amount of all of them). I've been pushing for them to move to a more flexible system, but they haven't yet. (I generally would like each civ to get 2 of its representative sphere's mana, and 1 of a couple others.)

Most of these ideas seem like too much to me. I do think that some palaces could gain special bonuses though. I also think that thy should have differing costs and number of city requirements. There shouldn't be any reason why the Doviello couldn't decide to relocate their "center of government" on a whim, but the ancient fortresses of the Bannor and Elohim would be harder to move.

A lot of palaces should have more thematic names. For instant, we know that the "Bannor Palace" is actually the Halls of Sabathiel, the largest of all the temples of The Order, the Holy of Holies of which is a pocket dimension between Creation and Junil's Vault where Sabathiel himself rests to regain his strength and is consulted by the high priests.

it would be good to have some palaces be movable ( by being rebuilt, not like items ) , while others cannot... it would make some civs more flexible than others, which is a nice touch imho.
