This might seem king of odd but you could cut off any civs cross on the land and sea by placing units in a line across to block them.
Huh what do you think ??????

As long as you weren't at war with them, it would work. I sometimes do this when there is a natural chokepoint on land early in the game so I can stop their expansion and settle my land in peace. Although putting ships in a line to stop another civ sounds sort of excessive Unless it was across a natural bay that was their only access to water, there would be no way to stop all of their boats from getting across.

Knowing the AI and how much they cheat, I bet they'd still find a way through your line of units.

yea ... and by exploiting the ai ... u can tie up huge numbers of ai if u own a choke point ... open it up ... let them move large numbers of troops throu your teritory then block it off and they move there troops back the other way .... and if u block it off ... it will stop any ai troops trying to move throu your teritory ... unless they plan on killing u

but do watch out for ships!

Also, they sometimes go to war when frustrated!
