Does adjusting the science budget for the borg have any effect?

Nope; the research system doesn't apply to the Borg. They get tech from system capture and combat.

That is what I thought. I wanted to make sure before I disabled the adjust rate when playing as borg. thanks.

I believe I set it so that AI can research though, so just disable it for the player. I'm not sure how to make the AI use the Borg tech system effectively.
