What if I had alone fort with single Warrior inside. Big enemy SoD (say 10 modern armor) passing close to it and being "locked" by ZOC ?!
If you develop kind of "ZOC strength" it will make Civ4 too complicated. Please remember AI also must handle everything you want to be added/modded - otherwise all your changes will be one big exploit for human players.

Conversely, since the tiles tends to represent more than just a few square miles :

"Hey guys enemy army is marching past us to the left, wanna go check it out?"
"How far away are they?"
"About 100 miles."
"Nah, they'll be long gone before we get to them."
"We can at least fire at them from here with a cannon.."
"100 miles? Would you like to think about that suggested action for a while?"

You'd take out the warrior, wouldn't you.
 
Actually, I once came up with what I thought was a reasonable Zone of Control System. Essentially, if a unit had the ZoC flag, then it gets Civ3 style ZoC against enemy units-if fortified outdoors. If this unit is fortified in a fortress, then it gets Civ2 ZoC. Normal units fortified in a fort get-at best-a civ3 style ZoC. Also, it isn't completely redundant, because what happens when you are at war, or if you want open borders-but want to be able to keep units OUT of your territory (oh, and what about keeping spies out?)
