BTS goes insane

I recently bought the Civ IV complete pack from Steam, and vanilla civ, warlords, and the new Colonization work fine, but BTS goes insane whenever you try to start it. For about 10 seconds the screen repeatedly flashes between a black screen and the desktop, then gives this error:

Now, I KNOW my DirectX is up to date and I reinstalled my drivers just to make sure, but same scenario. It's odd that it's only for BTS and not any of the others.
NOTE: The first time I loaded it up, it actually did work, but told me that my system specs were below recommended, which is bull****, so I maxed them out, after which the problems began.

also - since its steam I'll assume they are patched to date?

if you do reduce the settings - soes it work?
also did you restart the computer since it started misbehaving?

I can't even get in game to reduce the settings, so I don't know. Yes, I've restarted.

Are you running in Windows 7? I had to turn off Aero to get BTS to work.
 
No, 64 bit vista.
EDIT: AGH! Now it's happening with Warlords! Although I do seem to have pinpointed the cause. When I increased the resolution to 1920x1080 (My monitor resolution), it worked then but on subsequent startups it wouldn't work.
 
Bump, I'd like to figure out how to play BTS soon, or at least figure out how to lower the settings while not in game.
 
there seems to be a newer driver for you graphics card (judging by the version number - though the dates are close): http://game.amd.com/us-en/drivers_catalyst.aspx?p=vista64/common-vista64
did you change the resolution to something else in the civilizationIV.ini? you can also alter some graphics settings there - but I'd first try just setting the resolution to some lower one.
