i just got BTS and I checked and I couldnt install the mod. How do I install it manually? Also what exactly is in the mod?

BTS is not a mod, it's an expansion pack. You install the full stuff by running the installation program.

I know I know but isn't there a mod for the game I should install before playing? An update in other words.
BtS contains all the updates to that time. AFTER you install BtS, then you can update BtS to version 3.17.

Ok so how do I install 3.17. It has issues when I try to do it from the game. Also what exactly is in that mod.

The patch is an executable file, just open it and it will install the update. And to be accurate it's not a mod, it's an official patch by Firaxis.
