[BUG][1.0.1.221] Courthouse has no effect!

Bonjour,
I took Sidon and I built there a courthouse ("tribunal" in fr.)
I looked at the "happiness portal" and found out that Sidon still has 19 unhappiness instead of 13, if I understood the rule.
That's why I cannot get rid of my massive unhappiness ;-)

Currently playing a game as Germany, and when I build a courthouse, it doesn't remove the "occupied" tag. giving me like 10 extra unhappiness....

It's a city state too, so I can't even raze it.

After disabling the unofficial patch, it seems to be the problem.
