Bug: Cannot Stop Razing Cities

Like the title says, when I capture and then decide to raze cities, I cannot stop the city razing. When I press the 'Stop City Razing' button, the city razing does not stop. Could anyone please help with this issue?

It's like years. Old bug, sorry. So chose wisely to raze or not

Please post this to GitHub. I think it's not very common that people stop razing, so most people (me included) probably haven't even noticed.
