How to Reproduce this bug:
1. Start a single player game
2. Go to Worldbuilder
3. Click on diplomacy icon (the hand icon)
4. Select an Ai and switch the peace to war stance with another ai
4.5 (make sure the 2 ai have contact first, just give them each a scout on adjacent tiles)
5. Go back to game, but no war is declared between them
Unlike in warlord (I havent try it on 3.03 BTS), I could manually switch the ai's stance with each other in worldbuilder, but now I cant.
The only way I can make ai go to war with each other is to start a custom game, select permanent war/peace and always war options and on worldbuilder switch ai to be my vassal then make the ai break free. It becomes a very loooooong process if I want to play a game where I put 10+ ai at war with each other in the beginning of the game
