[Bug] City population randomly explodes.

One of my cities gained an extra 36,000 pops. I'm currently loading old saves and seeing how far back I need to go to avoid it. Is there any info on this?

This is wild! So the optimal strategy in that case would be to just produce units in all cities and conquer everyone? The big city might in a while, but then you will have so many resources...

It'll revolt very soon, and be impossible to take back because of the humongous HP.
