[BUG] DOW query with Privateer?

So, i just built a privateer in Landau, which is on the Black Sea. I then tried to move it onto the fish south of me in turkish territory and it popped up the "declare war?" GUI. I haven't played normal civ4 since 3.13 was released, so this may be a general bug with the new patch, or it could be a problem with the most recent RFC (this is the first time i've used Privateers since the 3.13 patch came out). However, this should be fixed because it makes Privateers totally useless.

This is a 600AD start if it matters. I can upload a save file.

Well, this is the first time I heard that bug.

This is a bug in 3.13 (introduced by a fix to the problem of privateers simply being trashed when they rested in a city and another player moved a ship into this city).

You can try to move the privateer first out of the city into open sea, and then from open sea into foreign territory. This has been working for many people, but not in all circumstances.

The privateer DoW bug was introduced with the BtS 3.13 patch.

Well, didn't noticed that but I always use privateers with the latest patch.......
