Bug: Emancipation gate

This one's really corner case and time consuming...

When going for Emancipation victory, after committing 1 unit to the gate, if you save and reload, you will be able to commit another unit. This is effectively allowing you to win the emancipation victory on the first turn you make the gate (assuming enough available units within range of the gate).
