I've had this bug in every copy of the original Civilizations for DOS that I've ever played.

This is not a cracked or pirated copy. I have the box and floppies.

This happened on my old MS DOS 5.x !386, and it happens on my quad-core Xeon running XP x64 with DosBox hosting CivDos.

I have never used cheats. (I'm the only one on this board who has never cheated in Civ 1.)

I click on a city to change what it's building, and I see the first page of options. I click "more" to see the second page and can not select anything, as all I get is "more more"

I've attached a JPG.

Has anyone seen this?

Is there a way to fix this?

If you haven't planned for this at all and all cities have no options available you'll need to load an older save, if one exists. From there, as the time approaches, you will need to set wonder building on some sacrificial lamb cities. It's been some time since I've played so I don't remember the exact number of wonders to build that guarantees no list overflow in any city, but it's something like 11 and I think that includes the additional fallout from Apollo Program, which should be built only when wonder sprawl is under control.

For me, availability of Mfg. Plants and list overflow nearly coincided, with Mfg. Plants coming first, sometimes by just a few turns. What I did was set nearly every city to build those and configured 11 or so to wonders. Once the Mfg. Plants started coming, they pumped out Caravans and targeted the wonders starting with Hoover Dam and Bach's Cathedral since by then population control is a major issue, too.

Thanks for the info.

The annoying thing is that this bug destroys one of my favorite tactics.

I build lots of cities. All cities capable of 7 or more shields, build the same wonder (for example, I'll have 3 cities building the Colossus.) Once city will build the Colossus, the other cities continue to build up shields.

As I develop new technology, I get almost instant wonders (for example, J S Bach's Cathedral.)

Getting almost every useful wonder lets me ignore city improvements. Who needs a temple, when you have J S Bach's Cathedral, Women's Suffrage, and the Cure for Cancer? Who needs a hydro plant when you have the Hoover Dam?

The "more more bug" leaves me with half-a-dozen cities that waste hundreds of shields each. ARGHH!!!

Maybe I can use TerraForm to work around the bug.

TerraForm does allow you to modify the item in production, but you might try
Civilization dollar sign - CIV$. CIV$ has the advantage of not uncovering all the information about the competing countries as to spoil the game. I think it will work well with the situation that you describe.

Unfortunate name choice CIV$ as you cant search for $ on the Internet.

Again I had intentions of releasing a new version perhaps with a nudge or two I’ll finish up. Anyway attached here is the current version width the files that allow it to work with DOSbox .

You can still use the overall strategy of shield stockpiling but you may need to change tactics by setting wonders earlier, preferably in unproductive cities, and converting what would be excess shields in your main producers to Caravans. Keep in mind that due to varying city environments, lists will gradually open up, giving you more freedom as you mitigate the issue. Chances are you don't need to build 11 (or so) wonders up front but you will if you plan on founding more cities, especially ones off the main continent due to Hoover Dam removing up to 3 list items.

To get the city improvements menu to display, you need reduce its size by building some of the improvements.
Your more developed cities can do this by building wonders.
New cities, like Bergen must simply wait for the big cities to finish wonders or ...

Right click on the "CHANGE" button in Bergen's city display.
You will be building a granary.
If completing the granary doesn't bring the improvements menu back, repeat the process and you will be building a marketplace.
Building a marketplace doesn't immediately reduce the number of buildings you can build, because the marketplace is simply replaced by a bank on the improvements menu.
Continuing the auto-build process, you can build:
library, bank, university, aqueduct, city walls.

If, at any time, Bergen slips into civil disorder, you can also build a temple.

Sometime during this process, you will see the improvements menu come back. Taking the auto-build all the way to city walls is my worst case. That was a game with only 6 wonders and a city on a river which allowed a hydro plant.
