Bug or not?Found the razed "ruins" of a City-state, "destroyed" by another City-state

I was wondering if this was a glitch, or a feature to allow players to collect artifacts from City-states. Both City-States are still present within the world, in fact, neither Austria or Venice is there, so there's no reason why there should be ruins of a destroyed City-state, especially not if it was destroyed by another City-state.

How close is Sydney to that site? Very weird for a CS to start on a 1 tile islan with no lux or resources nearby. It looks more like something that AI civs would settle.

Barring a bug that simply placed that archaeological site there, it's possible that Sydney took over someone else's city then it was taken over by Panama then razed
 
Sidney's still on the map, which is why I just don't understand why this Archeological site is. Please don't look too much at my numbers, I'm an awful player still struggling on Prince.

At the very left of the picture is the City-State of sidney. You can also see Panama in the middle of the picture. The lone spot of land on the right is where the Archeological site was.

City states can capture 2nd cities; they opten raze it themselves. I have no explanation how Sydney could have founded a 2nd city except

1) A bug that place an archaeological site there with a Sydney Razed city
2) It was an AI city settled that sydney captures then somehow Panama captures and razed and a bug recorded the founder as Sydney
3) It was an AI city settled that sydney captures then razed and a bug recorded the founder as Sydney and the razing Civ as Panam


The razing makes sense as the 1 tile island has no resources and city states almost always raze cities with no resources in their grid. Regardless of how good the land is.
 
Yes, but in this case, they razed a city founded by another city-state. I didn't know City-states could found other cities, can they?
 
It's probably just a randomly generated Archeology Site. When not enough sites of actual battles/ruins/... can be placed, the game randomly creates some using civs and CS's in the current game. Don't think it's a bug, just funny randomisation.
