(Bug?)Pacal founds Christianity in a game with religion off

So I've been playing a mutliplayer game that we started in the information era. So that means religion is off. Somehow, though, Pacal founded Christianity!

Spoiler :

It seems, though, that Christianity would not spread from his capital, and it apparently wasn't producing any religious pressure. And the city doesn't even show any religious followers.

So, has anyone else seen this? Is this a bug?

I've experienced this two or three times. It always happens in games that start in the information era, even in single player.

If religion is off, should you still be able to spawn a GP? I would think not.
