Bug (vanilla bug??) Liberating city state

After liberating a city state, that city state no longer seems to fire on people I am at war with (the civ who conquered them). Could it be that there is no check to declare war upon liberation? I didn't think to check if they were at war or not.

This is likely a bug in the game core only Firaxis has access to. I don't think we can fix it, but I'll see what I can do.
