Buggy spreading corporation?

I having trouble spreading Sid's Sushi in BTS3.19. The Executives won't autospread, and when I try to manually do it, I can't. I'm not in Communism or Mercentalism.

Restarting Civ didn't solve the problem.

I've had this problem in previous games as well. I'm playing a fully patched game with BUFFY.

I attached the save (don't laugh at my empire - I'm just messing around). There are executives in a couple of cities.

Any thoughts? Does it work for you?

One addendum - When I changed the Option to "Missionaries & Executives spread automatically", I was able to spread.
