I recently experienced that I could not get cultural victory on a large map even though I got the necessary 160.000 culture points. The game just went on until it ran over the max. turn number and I won on rank.

Another annoying thing: after a war between myself (Celts) and Aztecs we settled peace and as a part of that I bought techs for 24 golds/turn.
I could not end this 24 gold/turn obligation in any way without getting a reputation punishment. Even when it ran out after 20 turns, and Aztecs demanded resettlement of peace without the 24 gold/turn, and I accepted, i got a rep. punishement.
In another variant, Aztecs declared war on me before the deal ran out - but I got the rep. punishment for breaking tech trade.
I can only avoid this by not including tech trades for gold/turn in peace settlements which is a shame since extorting techs is an important way of improving your situation when playing emperor or higher.

Any suggestions what I can do to get around these bugs - or is there a patch available?
 
I'm not sure about the diplomacy/tech/trade issues, but I'll take a stab at this one:

Did you have double the culture of your closest cultural competitor? I've never had a cultural victory, but I believe you have to get the required amount of cultural points and you have to have double the amount of the next civ. If I'm wrong, I'm hoping that one of our resident culture-mongers will step in and correct me.

yes I think you are right, it is a condition for the human player, according to one of the guides on the civ page. I overlooked that. So I am still working on my first cultural vic. Emperor, Celts, standard map. Got a good start but lets see.
Interesting if the AI has the same condition, anybody know?
Also, the diplomacy question is puzzling to me - anyone got answers?
civ is great fun - I am surprised how one can find new details to enjoy. A fantastic deep and rich game. You just need an extra life to also be able to work and take care of your family ;-)
