Bugs Mod Question

Playing latest ROM which uses Bug mod. In the bottom right hand side of the screen on the right of the white points list for each Civ, there are figures in green say +4. Can someone please indicate what these are supposed to represent. I looked in Bug Help but this does not seem to work.

I think there's a key on the options screen for all the scoreboard options.

By the way, next time, post a question like this in the BUG forum. I'm sure a mod will move it there this time.
