Building bought, not built

I want to make a building that can only be bought with energy, not built with production. Does anyone know how I can do that?

In Civ5 you could make a unit that could only be purchased. You would detect when this unit was created and spawn the building and delete the unit. But I think the only purchasable tag was not carried over into Beyond Earth. Which means I don't believe this is possible.
