That was my immediate thought. Not to talk bad on the developers, but I guess I assumed they'd all play the game together towards release and see how things feel, and they certainly would have ran into this issue a few times and thought "agh man we gotta do something about that" lol.

I'm sorry, but since at least Civ IV I have seen no evidence that the developers ever played any game of Civ before release, because every game has released with basic and/or important problems that would have been caught by anybody actually playing the game.
To paraphrase Ambrose Bierce's comment about the Brick Airplane:
"They get the details right, the only problems are basic and game-breaking."
I suspect that these problems are caught, just not assigned the resources to fix. At some point 2K just says "ship on this date no matter what" and Firaxis suddenly has six months to do a years' worth of work.
