Building districts

I can never build an industrial district- when my city pop was below 10, it said I needed at least 10 population to build the industrial district. Now it is at 11, it says I need at least 13 pop to build the industrial district. Why is this?

Districts have a pop cap requirement. 3 pop per district, not counting the unique district. So you must have already built other districts in that city and reached your cap. You will need to grow your pop more before you can build another district.
