Building Railroads in City Squares

Is it impossible to build railroads inside a city square after founding the city? By city square, I mean the square occupied by the city icon.

Example:

(Case 1) After gaining the railroad advancement, when you found a city on an unimproved grassland tile, the city is founded with that square irrigated and with a road. When you try to build railroads inside the city square after that, you cannot.

(Case 2) After gaining the railroad advancement, you build roads then railroad on a grassland tile, then found a city on that tile. That city is founded with that square irrigated and with a railroad.

The same seems to hold for fortresses.
 
The only way to "upgrade" a city's road system is to starve it to death then refound it with rails in place. Or edit the save file.
 
As railroad approaches, start producing settlers like crazy. You want them to build the rails and the last settler out uproots the pre-rail city.
 
Edit the save file to give yourself (and everyone else - got to be fair, LOL!) bridges and railroads from the beginning. That way you can always build the RR first and the city second.

The AI won't do this (so you still get an advantage), and any cities you invade (or get from the "huts") will still only have roads, not RR.
 
There is really no other way to build railroad than use save game editor?
 
Yup. Once the city's built, there's no way inside the game to go back and add a railroad to the city square. Use TerraForm.
