Yeah, not a common situation.
I was building the spaceship parts as part of a team game. When I completed the final part, I won. I didn't actually assemble the part. Or the part in the other capital either.
Bug, or intended?
I'm going with "Yeah, that's a bug. But who in hell would be doing that to begin with?"
