So here's an idea: bureaucratic inertia.
Basically the way it would work is that changing policy cards would actually take X turns to actually implement depending on how many cities you have. The more cities you have, the longer it would take. This would represent the bureaucratic inertia of implementing new policies and how having more cities would require more bureaucracy to run so it would take longer to implement the policies in all your cities.
Gameplay wise, it would be an interesting mechanic against super expansion and also make changing cards a little less automatic like it is now. You couldn't just flip cards every time but would need to consider things more carefully. After all, it is going to take say 3 turns to implement a policy change, you wouldn't want to be changing cards all the time even if you did have the gold to pay for it.
