Burning ISO images - Applications? - Nero 5.5.3.1

Hi

Im trying to write an iso image with Nero 5.5.3.1 except when I try to open the ISO file it says unexpected file format?

Have tried the help file nothing mentioned in there

Have also tried loooking for other programmes on google that are free and small (less than 8 meg. I only have a 33k dial up connection).
The one I downloaded (Burn4Free) did not work.

Any help or ideas on how to get nero or any other programme to burn an ISO would be most appreciated

Have windows 98 SE and
512 RAM
heaps of hd space
AMD XP 2200 processor
CyberDrv CW0380D CD-R/RW CD writer
