Buteos road

I've loved Civ 2 ToT for a long, long time. I have been wondering, is there a way to make Buteo settlers use roads? I can't think of any easy ways that wouldn't also mess up other units. Any ideas?
 
They're flying units. Flying units ignore terrain (including roads and ley lines), so short of making them ground units, no. I suppose you could always increase their movement rate to compensate.
 
Buteo units don't use roads. But they can still build them because roads and railroads (yes, you can build railroads on Cloud terrain) help with the trade/money situation. And other non-flying units that go up there can use roads to get around more quickly.

Ideally I'd like B units to use ley-lines. Can you modify either 'flying' or 'roads?'
Alternately: Is there any way to bump their movement based on tech? Upgrade-able to a new B Settler with higher movement linked to the tech? Might at least confer some balance to the change...

The way you do this is to use the Astral Portal (the teleporting thingy that lets units teleport between cities on different worlds). Teleport Dwarf units to the Cloud cities. Dwarves can use ley lines normally, and they can also terraform Clouds. The results look wild, but it can be done. Dwarves can also clean up pollution quicker in the Cloud world.

BTW, you can also teleport Dwarves to the underwater world, where they can actually transform the impassable and otherwise useless terrain. It takes a godawful lot of turns, but it's doable.

Otherwise, I know of no way to improve Buteo units themselves to give them more movement or faster pollution/terrain improvement capabilities. Sorry.

Edit: Just thought of a workaround. Teleport a Kraken to the Cloud world. Krakens can carry Buteo units. In the Cloud world, open sky functions like water to units such as Krakens and ships.
 
Thanks for trying to help, maybe I should further clarify: I was thinking of how to edit (mod) the game so they could. I know all the tricks you mention (although I can't say I've ever had spare krakens as the Buteos...) and yes, dwarves are faster, but they also create unhappiness in several of the government types, so I tend to limit myself to 1 per city (unless in another gov.) Maybe I could/should mod the dwarves to not be combat? Do you only do that through giving them an attack of 0?
 
The way you get "spare Krakens" is to bribe them. This means keeping watch for when/where they surface and stationing diplomats/spies/fairies within distance of them. You can't build any yourself as the Buteo.

I never use Dwarves in combat - they're too precious and useful to risk! The only time I do anything nasty with them is when they double up so you can't bribe them. This irritates me greatly, so I tend to just kill them out of spite.
