Buying archaeologists with faith (Switch)

I've had a few games now where I've noticed that I could buy archaeologists with faith as someone other than Ethiopia. I thought maybe in the past it was related to Grand Master's Chapel, but in my current game I built the Intelligence Agency but still have the ability to buy archaeologists.
