C3C multiplayer scenarios - huh!???

so my friend and I wanted to play middle ages scenario, me as france him as germany. I load the multiplayer, host a game, and ... it's impossible to choose which civ you want to play as?! I'm forced to be the abassids... huh!? am I missing something here? I can't even change the difficulty level.

i haven't got c3c in front of me, but iirc try clicking on the player no in the set up screen,
