C3Complete editor problem

i just recentlly bought complete and installed it on my 2 computers, on the one everything works fine, but is a bit slow, on my other the gameplay is fine but when i try to open the editor it said it couldnt find the terrain, or cities graphics, before the editor window opened it said Error: can not load art/terrain/wsoo.pcx or something like that, then it opened and everthing was black, i reinstalled it twice and i cant get it to work.

Did you copy the wsoo.pcx file from the computer that worked to the one that didn't?

all ofthe files are where they are supposed to be, but it still says it cant find all of the terrian, city graphics, or rivers, ect.
