[BTS] Camera jerking around

I recently got back into civ, and I've been running into a really annoying problem. When I'm panning around with the camera, it will suddenly "jerk" back to where I had it a few seconds ago. It's like playing a first person shooter under severe lag, where you turn a corner and then get teleported back to where you were. It doesn't always happen and restarting the game sometimes helps. I haven't been able to pinpoint any cause or trigger. I'm using BUG mod but nothing else, steam version, windows 10. My computer should be more than sufficient to run the game. Has anyone run into this before?
