[BTS] Can´t declare war in Civ 4 Beyond the Sword 1939 scenario :(

Hello Civs,

iam playing Civ 4 Beyond the Sword 1939 scenario but i can´t declare war. not in the diplomacy menu nor can i just attack or move over the border.
(i don´t have num keys on my keyboard if that is the problem)

what can i do ?
