There probably should be some kind of chemical or biological warfare element in this. They are much easier to make than nukes, and so are more of a threat in developing countries. It also has the effect of causing fear among the population (possibly reducing production?), as those of us in the USA have seen with the anthrax scare. Only about ten people were infected by the disease, but the entire country went into an uproar, refusing to open their mail and purchasing items intended to ward off the disease, as if it were an evil spirit.
Bottom line: governments have and will continue to make biological weapons, so this should be a factor in the game.
