Can builders operate in enemy/opponent territory?

For instance, can you go in with a builder and 'harvest' an AI iron/horse/etc., preventing them from building the units that depend on those resources?
 
Well, strategic resources can't be harvested even in your own territory, so I would not think you could harvest them in enemy territory.
 
Does it consume one builder charge to harvest bonus resources or only forest/rainforest requires a charge?

Oh, well there goes that. I guess you could harvest your opponent's stone and stop them from starting Stonehenge, but that's not much of a strategy.
 
You can improve tiles for a CS if you're their Suzerain if I recall correctly; it may mean you can harvest too.
 
I was thinking it might be cool for plopping down fortresses or whatever, but I guess the Military Engineer fulfills that role now
 
It seems like a no brainer to prohibit use of builders in major civ territory. That feels really cheesy.
