Can Leaders be reskinned?

I know you can use Lemmys utility to reskin units but what about leaders?

I've read somewhere that the dds formats for them seems to be different, and I certainly can't seem to load any dds files right now relating to leaders in GIMP. Is it possible to reskin them, if so, how?
