Can never build anything

I've been playin Civ3 for about a month now and alwayz on Cheifton. Well the other day I tried it on warlord and every time I built anything like a barrack or sumtin they said I didnt have enough money in my treasury and I had like 200 gold. Can anybody help me out here?

Just make sure you play a game until the turn before this happens and then post the save so we can rip it apart
