Can no longer use settlers to add to a city's pop?

Just looking for some clarification. I tried to add a settler yo a city as in Civ3 but wasn't havcing much luck. Has this feature been dumped?

I didn't see it either, so I think it has been dumped.

You'd think they could program some use for settlers besides settling, to make them not a total waste if you get beat to a spot and they end up worthless. Maybe they could instantly form a town on a square or something...
