Can not build units?

Hi!

I 've bought Civ 5 yesterday and started my first game with this mod (I did not play Civ 5 base game so far).

I'm wondering why I can't build any units in anexed/conquered citys.

For example. If you play with germany, you can not build any units in Paris. Am I doing anything wrong or is this a wanted behaviour?

you need to build an admin building and then a broadcast tower to build any units in captured cities. And then any buildings such as shipyard if they are normally a pre-requisite for that unit type.

Is there any kind of overview to see what building unlocks which unit or building?

I build a broadcast tower and can now only build infantery.
I cant not build any land-, air- or see- factories.

a normal Factory is needed before being able to build the other types.
