Can only play Cheiftan on Hot Seat mode

When set up a multiplayer game in hot seat mode (with 2 human and 4 computer and 2 closed players) and set it to monarch level and launch the game it loads up it is in cheiftan mode.

Could one of the other settings I am using be causing this?

I am running win xp pro, if that helps?

Any suggestions greatly appreciated.

This is a well known bug in PTW that is not fixed in patch 1.14.
