It is done in this mod via a gameoption which I don't think RoM has. Most likely it cannot be done in RoM without modifying the SDK, which means c++ coding.

I dont know anything about rise of mankind mod, but can you go into world builder and save the position. Then restart as a new scenario with altered settings?

Right, the Increasing Difficulty option. Start out low (noble or perhaps even lower) so that by mid game the difficulty is raised as your advantage over the Ai grows. The only thing is that my games do end up reaching Deity eventually, and the ai's can get quite formidable.
As far as rise of mankind, youre out of luck unless you can code.
I usually find that Flexible difficulty is a much "safer" way to reach Diety diff by late-game. Not that increasing difficulty is bad, I love those games too ... but flexible difficulty can be nice if your start is JUST THAT BAD or you made some horrible mistake along the way.
