Can this city build the circus?

It's unclear to me how the requirement "horses near the city" is calculated. Does anyone know? The question applies also to other buildings which require strategic resources.

It seems that two cities can't benefit from the same horse resource.

Example: Horse is two tiles away from City A and three tiles away from City B. A second horse is three tiles away from City A. Can both of these cities build the circus or only one?
 
Whichever city is actually working the horse or elephant can build the circus. If you don't have a citizen working the tile, the circus build option is greyed out.

I don't think that's true. There might be one horse resource in a tile shared by two cities. I can switch the second city to work on the horse but it still isn't able to build the circus. Only one of the cities can do it.
 
No, only the city that claimed the resource can build the associated building - whether it's to do with Elephants, Horses, Stone or Marble.

I just loaded an old auto-save game to test, and you don't actually have to have a citizen working the tile to be able to build the circus. But the city must own the developed tile.
 
So you can't go into a second city, grab ownership of the tile and then build it in the second city?

I've always assumed this is the case, but have never tested it.

With the loss of the resourse, I wonder if the Circus still gives the original city happiness? It probably does, and you can probably grab ownership and build a circus with it in another city. sounds like another exploit to me. LOL

I'm pretty sure that only the city whose culture grabbed that tile first can claim it. I'd had cases before one city has 2 horses, and I'd like to "share" one with another for a circus, and I couldn't figure out how to build it in that second city.
 
Well if it's only claimed to the city whose culture grabbed it first, how would it work if one tile of horses was perfectly between two cities but neither city's culture had claimed it yet and you connected it to both cities simultaneously via culture bomb?
