Such as, is it possible to annex one without having to conquer it? Can you become such good friends with one you have the chance to annex it? Using force just seems like a waste, or I just don't have the power. Thanks.

Mostly no.
BUT, you can annex one without using force on the CS itself. If the AI has taken a CS, and you go to war with that AI and crush their forces, you can demand the CS as part of the peace treaty. Then you can liberate/puppet/annex it as you please.

That kinda stinks...
My computer didn't quite meet the requirements for the game, but somehow I can play it in DX9. Unfortunately, the text is all screwed up, so can anyone help me with understanding what on earth I'm trying to read? If possible, refer me to a place with the translations from Chaos-text to english for the Diplomacy windows, so at least I don't accidentally declare war on my nice neighbors. I think I already P.O.-ed a couple CS's. They really don't like me...
