Cannot Bombard with Catapult

Why can I not bombard a city with my catapult? Is it because the city is Barbarian? Perhaps it has no defenses to bombard? This is strange!

your cat needs to be placed on one of the 8 surrounding tiles of a city and the city has to have defense (this xx% beneath the city's name). bombardment is only used to reduce a city's defense, not to damage a city's defending units.

Have you tried using "Smart" rocks?

I often see barb cities without cultural defense. maybe all of them doesn't have. you can't bombard a city without cultural defense
