Cannot build AP if diplo victory is disabled?

Hi - I did a search of the consolidated bug list and couldn't find this on there.

I'm playing a game with all victory conditions disabled (ie. only a points win is possible).

I cannot build the Apostolic Palace. It doesn't appear as an option on the city build screen.

(I have Theology, I have a state religion in all my cities, and no-one else has built the AP). A save is attached below...

I can't think of any reason for the AP to be unavailable - unless it is the disabling of diplomatic victory??

I'm not sure this can be the right explanation, as the AP has many uses besides simply a diplo victory. However I suppose it could be the explanation.

If it is for real, I'm not sure if it is a "bug" or if this is deliberate! (Which would be rather stupid - why not just disable the vote for victory, rather than the entire building?) (And is the UN also disabled?)

Can anyone clarify?

You are right in your assumptions. It is because of diplo victory being disabled, it's deliberate, and the UN will also be unavailable.

ok thanks for the clarification

disabling the building seems like a very poor approach to me (2 hammers per state religion building, plus the culture from the AP, are good for other victory types) but sounds like it is deliberate, not a bug, so i'll take it up elsewhere!
