This is an odd bug but for some reason in my current game (sorry, can't attach cuz I'm at work) I can't build axemen.
I have a road to a copper mine that is inside my cultural boundary and all my cities show in the city display that they have access to copper but I don't have the axeman option in the production queue (it's not grayed out, it's just not there).
In previous games I've noted that if I can't reach copper I can still build axemen (and swordsmen) when I obtain iron. I finally got access to iron a couple turns ago and now I can build swordsmen but still no axemen.
The only thing I can think of that's somewhat different in this game is that in an attempt to get a religion via Code of Laws I delayed getting mining until much later than normal. However, I have mining now (hence the mines) and no dice on axemen.
Any thoughts?
