I can’t put a Rail Station in my capital. It’s not even listed as an option. This despite having built them already in other cities, and having a completely empty tile available (northwest of the colosseum). For some reason this tile seems to be claimed by another city even though it is within three of the capital and is empty. When I try to place buildings in Baak, this tile is greyed out. Why? It is not adjacent to another city.
A rail station in the capital is a prerequisite to building any factories at all. Thus I cannot slot any of the factory resources (of which I have 39 just sitting there unused) and also cannot make any progress on the economic legacy path. This is a huge component of the modern age that I can’t access. Now I have to play another entire game up to the middle of the modern age to see what’s up with factories. This stinks!
