Cannot Create Water Units

okay i installed the game after this started happening i cannot make any water units or harbor with any civ when i play new games. SOMEOnE PLEEASE HELP ME!!!!!

extremly dumb question- the city is bordering an ocean square correct?

i've even waited till i got to astronomy to get a caravel but no civ in the game can make water units even barbarians

Can you post the save?

Also, make sure the coast that cities are on, are oceans, and not lakes. Right click the coast, and if it's 2 food, it's a fresh water lake, and you can't build ocean units. If it's 1, it's an ocean.
