Cannot Puppet Captured City

Oops - Wrong Title - The captured city actually became a puppet after all - My Bad!

Am playing with v3.6.2 as Germany, and was not able to choose how much to pillage a city I captured from France.

The population was fairly low to begin with; could this be the possible reason?

It seems like CEP has reintroduced the auto-annex bug. To solve this press F6 twice after capturing the city (when the popup does not appear) and that should bring up the city capture menu.
