Can'r Annex Puppet Cities

Once I make a conquered city a puppet, I cannot seem to annex them later.

Clicking on the city just opens the city view as normal but there is no option to annex and everything remains locked.

Any help is greatly appreciated!

Note that if you use strategic view, you have to zoom all the way in until you can see the full rounded city bar (as opposed to just the name) and then click on it to get the annex option.
